Florida Building Code and F.S. 627

What is the average cost to replace a roof in Florida?

A Florida reroof is not just a covering swap. State law requires a roof replacement to incorporate a secondary water barrier and strengthened roof-deck attachment, and on some homes in the wind-borne debris region it triggers roof-to-wall connection work as well. Those requirements, plus the shape of your insurance claim, move the number more than the shingle does. Tell us about the roof and licensed Florida roofing contractors will quote you directly.

What moves a Florida roof replacement price, 2026

Last updated

Florida is the state where the law itself adds line items to your reroof. The drivers below are the ones that separate two bids on the same house, and several of them are statutory rather than optional.

We publish drivers rather than dollars because no Florida agency publishes a roof replacement price and a fabricated range would mislead you while you are comparing bids. Florida roofers quote by the square, which is 100 square feet of roof area. The code and insurance items below are quoted from the Florida Statutes cited on this page, current at the 2025 statutes; the county-level items vary by building department, so confirm yours. Ask every bidder to itemize each row so the bids are comparable.

What moves a Florida roof replacement price, 2026
FactorWhy it moves a Florida priceWhat to ask the roofer for
Secondary water barrierState law requires a roof replacement on a site-built single-family home to incorporate a secondary water barrier. It is not an upsell, it is a required layer, and bids that omit it look cheaper for the wrong reason. The secondary water barrier method and product named on the bid
Roof-deck attachmentThe same rule requires strengthening or correcting roof-decking attachments and fasteners during reroofing. That means refastening the sheathing once the covering is off, and it is labor.Whether refastening is included, and what happens if sheathing must be replaced
Roof-to-wall connectionsFor a home in the wind-borne debris region with an insured value of $300,000 or more, a roof replacement must incorporate improved roof-to-wall connections, with gable ends prioritized. The law caps this at roughly 15 percent of the cost of reroofing.Whether your address is in the wind-borne debris region, and if so how the connection work is priced
The 25 percent ruleIf the existing roof was built or replaced to the 2007 Florida Building Code or later and 25 percent or more is being repaired, replaced or recovered, only the repaired portion must meet the current code. Older roofs do not get that break.Which code edition the existing roof was built to, and what the bid assumes
Covering type and tile weightTile, metal, shingle and low slope are different trades. Tile adds weight, handling and breakage; metal adds panel and trim fabrication.A price per square for the covering you are actually buying
County and municipal requirementsFlorida requirements are enforced locally, and South Florida counties in the High Velocity Hurricane Zone run their own roofing permit forms and owner notification paperwork.Who pulls the permit, which forms your county requires, and when the inspections happen
Your policy's roof termsA separate roof deductible, an actual cash value settlement or a mitigation credit can move your out-of-pocket cost more than the shingle choice does.Your declarations page read alongside the itemized estimate, before you sign anything
  • In Florida a roof replacement on a site-built single-family home must incorporate a secondary water barrier and strengthened or corrected roof-decking attachments and fasteners (F.S. 553.844(3)(a) and (2)(b)).
  • A Florida separate roof deductible may not exceed the lesser of 2 percent of the Coverage A limit or 50 percent of the cost to replace the roof, applies only to claims adjusted on a replacement cost basis, and does not apply to hurricane roof losses or to a loss requiring repair of less than 50 percent of the roof (F.S. 627.701(10)).
  • A Florida insurer may not refuse to issue or renew a homeowners' policy solely because of roof age where the roof is less than 15 years old, and for a roof at least 15 years old must allow an inspection first, and may not refuse solely on roof age if that inspection shows 5 years or more of useful life remaining (F.S. 627.7011(5)).

Common questions

How much does a roof replacement cost in Florida?

No Florida agency publishes a price, and any single statewide figure hides the things that actually differ: covering type, roof area in squares, whether you are in the wind-borne debris region, what code the existing roof was built to, and which county is issuing the permit. The cost-driver table sets out the statutory and local items every Florida bid should show on its own line.

What does Florida law add to a roof replacement?

A roof replacement on a site-built single-family home must incorporate a secondary water barrier and strengthened or corrected roof-decking attachments and fasteners. In the wind-borne debris region, homes with an insured value of $300,000 or more must also incorporate improved roof-to-wall connections, capped at around 15 percent of the cost of reroofing (F.S. 553.844).

How long do I have to report roof damage to my Florida insurer?

One year from the date of loss for a claim or reopened claim, and 18 months from the date of loss for a supplemental claim (F.S. 627.70132). For weather losses the date of loss is the hurricane landfall date or the date NOAA verifies the event, not the day you spotted the damage.

How big can a Florida roof deductible be?

A separate roof deductible may not exceed the lesser of 2 percent of the Coverage A limit or 50 percent of the cost to replace the roof. It applies only to claims adjusted on a replacement cost basis, and does not apply to hurricane roof losses, tree-fall punctures of the deck, a total loss, or a loss requiring repair of less than 50 percent of the roof (F.S. 627.701(10)).

Do Florida roofers have to be licensed?

Yes. Roofing contractors are licensed through the Department of Business and Professional Regulation as either certified (state examination, valid statewide) or registered (based on a local competency credential, valid only where that credential applies). Check the number and business name on the DBPR licensee search before you sign.

Is this quote service really free?

Yes. Nothing is charged to you and no bid has to be accepted. Your details go to licensed Florida roofing contractors covering your ZIP code and no further, and a fee from those providers is what funds the site.
